11U and 12U Division
1. Playing Field will consist of 70' bases and 50' pitchers rubber.
2. Regulation Game: Games will be 6 innings subject to the time limit.  The game shall be considered as a
"Regulation Game" after 4 innings (3 1/2 if the home team is leading).  Also, see severe weather rule.
3. Pitchers: Maximum 6 innings in two consecutive games.
4. NO Metal Cleats are allowed.
5. Leading off and Stealing is allowed.
6. Passed Balls, runners may advance at their own risk.
7. Dropped 3rd Strike rule is in effect.
8. Pitchers will be given one Balk Warning per game.
Rules Applicable To All Divisions
1. Babe Ruth Tournament Rules are applicable except as modified below.
2. Unsportsmanlike Conduct will not be tolerated by players, coaches, or spectators.  Penalty-offender will be
ejected from the premises.  Manager is also subject to removal for failure to control his team.
3. Team Rosters must be available prior to your first game.  No changes after that time.  Player eligibility
determined based on age as of April 30, 2009.
4. NO Infield:  Teams need to be ready to go 30 minutes before game time.  There are batting cages at the
  Scottsbluff complex that can be used on a first come first serve basis.  There is plenty of park space at either
  location.
5. Time Limit: Except for the Championship Game, no inning can start after 1 hour and 45 minutes have elapsed.
The next inning begins at the time of the third out of the prior inning.  In round-robin or pool play where an
elimination round is to be held, tie games will end as a tie.  In all other cases, extra innings will be played.
There will be no time limit for the Championship Game.  Time limits are subject to be shortened in case of rain or
other events beyond our control.
6. Mercy Rule: Games will be terminated: (a) after 5 innings if one team is ahead by 10 or more runs and both have
had equal times at bat or the home team is leading, (b) after 4 innings (3 1/2 if the home team is leading) if one
team is ahead by 15 or more runs, or (c) after 3 innings (2 1/2 if the home team is leading) if one team is ahead
by 20 or more runs, or (d) immediately if one team is ahead by 20 or more runs and the 1 hour and 45 minutes
time limit has passed.
7. Severe Weather (rain, lightning, wind, etc.)  Games will be suspended until it is safe to continue and the field is
playable.  Games will continue from the point of the suspension with the game time limit suspended during the
delay.  However, if the delay last 30 minutes or more, and the game was a Regulation Game (as defined below)
prior to the delay, then the game shall be considered complete as of the time of the delay.
8. In pool play, a coin flip shall determine the Home Team for each game with the team traveling the farthest
calling the flip.  In bracket play, the higher seeded team shall be the Home Team unless 2 equal seeds are
playing (coin flip).  The Home Team shall furnish the official scorer.  The Visiting Team will be asked to furnish
the scoreboard operator.
9. Substitutions:
a. A team shall have the option of including an Extra Hitter in the lineup. If a team starts the game with the Extra
Hitter, it must end the game with one. If a team uses an Extra Hitter, all 10 players in the batting lineup at the
time may be inserted and replace defensively with no restrictions (as long as there are not more than 9 players
on the field at any time, of course), except that a "removed pitcher" cannot pitch again during that game.
b. Babe Ruth Substitution rules apply to all players not listed in the original batting lineup:once substituted out of
the lineup, a player can only re-enter for his sub (in the same batting position). Removed subs cannot re-enter.
c. A Courtesy Runner will be allowed for the pitcher or catcher.  If not all players are in the batting lineup, then
the courtesy runner must be one of the players not in the lineup at the time of substitution, and must be
declared before the first pitch to the next batter.  If all players are in the lineup, then the courtesy runner shall
be the last player to be put out.
d. Injury Substitution is allowed if the player cannot continue in the game and the team has no subs left, but has
previously removed players not then in the lineup available.  Selection of sub is made by the opposing coach.
10. Pitching: A second trip to the mound in the same inning to the same pitcher shall automatically result in the
removal of that pitcher from the game as a pitcher only (may continue at another position subject to regular
substitution rules).  Generally, 8 warm-ups will be allowed at the beginning of an inning.  When a pitcher is
inserted in the middle of an inning, umpires have the discretion to allow more pitches.
11. Bats are limited to 2 5/8" in diameter for all age brackets.
12. Tie Breakers to determine pool standings (ties will count as 1/2 win and 1/2 loss):
a. Head to Head
b. Run differential with a maximum of 10 runs per game.
c. Least amount of runs allowed
d. Coin Flip.
13. Uniforms must have a number on the back - NO duplicate numbers are allowed.  Uniforms are not required
  for coaches.
14. Safety:
a. Please keep all equipment inside your dugout area.
b. Only the batter, on-deck batter, and two base coaches will be allowed outside the dugout area.
c. Catchers must wear their masks and helmets while warming up pitchers.
d. Plays At Home: If a runner attempting to reach home intentionally and maliciously runs into a defensive
player in the area of home plate (in the umpires judgment), he may be called out on the play and ejected from
the game.  This means slide!!
15. Please pick up the Trash in your dugout after each game.
